　二、煤矿安全生产隐患排查治理的重点 （一） “一通三防”管理情况。通风系统是否合理，通风设施是 否完善、可靠；是否有违反规定的串联通风；所有采掘地点风量是否 符合《煤矿安全规程》要求，是否有无风、微风作业等问题；矿井安 全监测监控系统运行情况；按规定进行瓦斯鉴定情况；井下作业地点 瓦斯传感器安装位置、数量、质量和标校是否符合规定；按照有关规 定配备瓦斯检查员、安全检查员、安全检查员等特种作业人员及其持 证上岗情况。

　（三）防止“三超”情况。是否按核定的生产能力组织生产；采 掘接替关系、采掘工作面布置是否符合规定；井下各采掘工作面的作 业人员是否超过本企业或地方政府的规定；

　大型矿井每个采区内每班 作业人员不超过计划 100 人规定的情况。

　（四）机电管理情况。是否真正实现了“双回路”供电；井下设 备取得 MA 标志情况；井下机电设备保证完好，杜绝电气设备失爆情 况；更换国家明令淘汰的设备、材料及工艺，特别是高压开关、非阻 燃皮带和非阻燃电缆情况。

　（五）水害防治情况。矿井水文地质，特别是探放水、采空区、 相邻矿井及废弃老窑积水情况；防排水设备和设施的完好情况；雨季 “三防”工作的安排情况。

　（六）建设项目情况。施工队伍、监理资质情况，是否存在施工 队伍资质挂靠转借和监理人员不在现场等现象。

　三、安全生产隐患排查和登记 （一）安全生产隐患排查 一是煤矿每月自查，煤矿是事故隐患排查、治理和防控的责任主 体，做到项目、资金、措施、时间和责任人五落实，矿长对事故隐患 的排查治理工作全面负责。

　1、建立隐患排查治理制度，明确日常排查、定期排查和分级管 理的任务、范围和责任，使隐患排查治理工作规范化、制度化。煤矿 主要负责人负责组织矿上有各部门分管领导和技术员每旬进行一次 隐患排查。

　2、建立隐患排查治理报告制度，对排查出的重大隐患及时逐级 上报集团公司安质部、市煤炭局。

　二是煤矿每月自查过程中发现的重大事故的隐患，制定整改措 施，并建立信息管理台账报集团公司；每年申请集团公司组织有关专 家对存在的重大事故隐患进行一次隐患排查， 对一时难以排除的重大 隐患组织有关专家进行论证，并制定治理措施。

　（二）安全生产隐患的登记和报送。

　煤矿安检科应当每月对事故隐患排查治理情况进行统计分析， 并 于本月２０日前市煤炭局报送书面统计表，事故隐患的未整改完成 前，必须每次报，对于重大事故的隐患，煤矿应当及时向旗煤炭局报 告。

　四、安全生产隐患治理和督办 对于一般事故隐患，由煤矿负主要负责人立即组织整改。对于 重大事故隐患，由煤矿主要负责人组织制定并实施事故隐患治理方 案。煤矿事故隐患治理过程中应当采取相应的安全防范措施，防止事 故发生。事故隐患排除前或排除过程中无法保证安全的，煤矿必须立 即从危险区域撤出作业人员， 并疏散可能危及的其他人员设置警戒标 志，暂时停产或者停止使用。

　七、具体要求 （一）加强领导，精心组织 为加强对隐患排查治理工作的组织领导，成立由矿长任组长、分管副 矿长任副组长，各科室、区队负责人为成员的煤矿安全生产隐患排查 治理领导小组，组织领导全矿安全生产隐患排查工作。煤矿安全生产 隐患排查治理领导小组，要加强领导，高度重视，把隐患排查治理工 作当作当前的首要任务之一，抓紧抓实。要制定工作方案，对本煤矿 进行全面细致的“拉网式”安全生产隐患整治。矿长总负责，分管副 矿长要按照“谁分管、谁负责”的原则具体抓，对本矿事故隐患和重 大危险源查清楚、整改到位。同时要注意协调解决隐患整治中的有关 问题，加强对隐患排查整治工作的监督检查，并做好相关情况的汇报 和信息反馈。

　（二）狠抓落实，注意实效 煤矿要把消除隐患、防范事故作为安全生产重中之重，认真落实安全 生产隐患排查工作方案， 从规章制度、 现场管理和安全设施三个方面， 全面排查各种隐患，在治理上狠下功夫，所有的隐患都要做到整改责 任、整改时限、整改标准“三落实” 。对重大事故隐患的治理要逐项 检查，逐项整改，及时进行“回头看” 、再检查，切实做到排查认真， 整治坚决，成果巩固，确保隐患排查整治收到实效。
